Mandate and Functions

Article 176(1) establishes County Governments, comprising a County Assembly and

County Executive. The County Assembly of Bungoma began its operations in March

2013 with the swearing-in of MCAs. It then constituted the County Assembly Service

Board (CASB) as per Section 12(1) of the County Governments Act, 2012.

 

The County Assembly exercises legislative authority under Article 185 and plays a

key role in; vetting and approving appointments to County public offices (Section 8,

County Governments Act), approving the County budget and expenditure (Articles

207, 220(2)), approving County development plans (Articles 201, 203), providing

oversight over the County Executive and approving policies and plans for resource

and infrastructure management.
